Rail Forum Statement on the 2025 Spending Review

Rail Forum welcomes the publication of the 2025 Spending Review and is pleased to see clear signs that the rail sector is recognised by government as a critical enabler of economic growth, decarbonisation, and regional connectivity.

The confirmation of significant transport capital allocations – including funding for the next phase of Midlands Rail Hub, TransPennine Route Upgrade, East-West Rail, rail upgrades in Wales and rail ambitions in the North of England – demonstrates a continued commitment to strengthening the UK’s rail infrastructure. The multi-year settlement for Transport for London is also a very welcome step forward.

Elaine Clark OBE, CEO at Rail Forum, said: “We welcome the government’s recognition of the rail sector’s strategic importance in this Spending Review. The capital allocations announced – particularly for regional rail investment – provide a platform from which to build. We now look forward to the forthcoming 10 Year Infrastructure Strategy for further details, and how long-standing ambitions around electrification and decarbonisation will be realised. In particular, we are keen to see a specific commitment to the continued electrification of the Midland Mainline; building on the excellent work to date and securing critically important jobs in this part of the industry.”

Rail Forum also welcomes the wider focus on skills and innovation, including £1.2 billion to support training and apprenticeships, and substantial backing for advanced manufacturing and green technologies. These investments will be crucial in supporting the rail supply chain and building the future workforce needed to deliver the railway of tomorrow.

Rail Forum will continue to work collaboratively with members and stakeholders to ensure the supply chain is well positioned to contribute to the delivery of government ambitions – helping to shape a safe, sustainable, and high-performing railway for the benefit of communities across the UK.
