Carlisle Enables Smarter Hard FM for Future-Proof Rail Networks

As the UK rail sector contends with aging infrastructure, rising public expectations, and growing skills shortages, Hard Facilities Management (FM) has become a strategic priority. The challenge is not only to maintain critical systems but to ensure resilience, compliance, and performance across increasingly complex operational environments.

In response to the evolving industry needs, Carlisle Support Services has expanded its remit from traditional Soft FM into comprehensive Hard FM delivery, encompassing planned and reactive maintenance, asset upgrades, and multidisciplinary works across electrical, mechanical, and fabric systems. With over 20 years in rail, Carlisle supports the majority of UK’s Train Operating Companies through a 5,100 strong workforce, including 2,400 dedicated rail professionals.

Hard FM today is about more than upkeep. Carlisle’s staff work collaboratively with client teams to align daily maintenance with broader strategic goals ranging from compliance and risk mitigation to energy efficiency. Carlisle’s operational model incorporates a fully integrated Computer Aided Facilities Management (CAFM) system, enabling precise asset tracking, scheduling, and real-time updates. Carlisle supports operations from its Hackney Wick base, housing 18 network engineers and support staff to deliver services. These advancements ensure a seamless integration and more responsive, data-informed facilities management across the rail network.

“Hard FM is evolving to support not just maintenance but the future resilience and efficiency of rail infrastructure,” says Steve Cere, Director of Rail Strategy, Carlisle Support Services.

“By combining innovation with skilled teams, we can deliver lasting value and enhanced passenger experiences whilst streamlining countless support services for optimal operational efficiencies.”

Carlisle delivers Hard FM through integrated delivery, skilled personnel, and intelligent technology – ensuring compliant, sustainable, and cost-effective management of the UK’s rail infrastructure.
