PAS4010 is the UK’s first industry-wide specification for improving productivity in infrastructure delivery. Developed by the Institution of Civil Engineers and the Department for Transport, it sets out clear, auditable requirements for how productivity should be understood, planned, governed and improved across the whole project lifecycle.
In this i3P Talk, Mark Hansford – Technical Author of PAS 4010 – will introduce the Specification and share early insights from the accompanying guidance, now in development. He will explain the central concept of the Productivity Management Strategy (PMS), how it is developed collaboratively with the value chain, and why client ownership is critical to driving meaningful improvement.
With PAS 4010 now entering public consultation, this session is an opportunity for the i3P community to understand what the specification means for projects, programmes and organisations – and how it can support better outcomes, reduced waste and more effective delivery.

- How the Productivity Management Strategy works in practice
- How the Guidance will support proportionate, real-world application
- What this means for clients, designers, contractors and suppliers
- How productivity improvement aligns with existing standards and delivery models
